Job Description

Are you an experienced commercial property surveyor looking to make a meaningful impact in one of London's most dynamic boroughs?

As a Commercial Asset Manager with the London Borough of Hackney, you will play a central role in the strategic management and professional delivery of our diverse commercial property portfolio. You will take full responsibility for managing up to 150 commercial properties, driving rental income, ensuring compliance, and delivering innovative property solutions that align with the Council's broader objectives.

Key Responsibilities
  • Portfolio Management: Manage a portfolio of ~150 commercial assets, executing rent reviews, lease renewals, lettings, and dispute management.
  • Income & Debt Optimisation: Work closely with finance teams to maximise rental income, manage void properties, and mitigate arrears.
  • Professional Advice & Reporting: Provide strategic advice and formal reports to directors, Cabinet, the elected Mayor, and external stakeholders.
  • Voluntary & Community Sector (VCS): Manage VCS property assets, conduct options appraisals, and support community initiatives.
  • Sustainability Initiatives: Contribute to the delivery of the Council's Sustainability and Energy Strategy across commercial assets as we work toward Net Zero goals.
  • Team Leadership: Direct line management/supervision of up to two support staff (e.g., Estates Technicians or Trainee Surveyors).
Requirements & Qualifications Essential (E)
  • RICS Membership: Member of the RICS (Valuation or Commercial Property pathways) or actively working towards qualification.
  • Experience: Significant commercial property management experience across various commercial property sectors.
  • Negotiation & Strategy: Track record of negotiating leases/rent reviews, managing external contractors, and handling landlord/tenant matters.
  • Knowledge: Strong understanding of English commercial property law, statutory compliance, health and safety, and landlord/tenant legislation.
  • Communication & Tech: Excellent written and verbal communication skills; comfortable using Google Workspace/Microsoft 365 and property management software.
Desirable (D)
  • Relevant degree in surveying or property management.
  • Experience conducting valuations in line with RICS Valuation Global Standards.
  • Previous experience in public sector/local government or working with Voluntary and Community Sector (VCS) organizations.
  • Experience with complex disputes, court appearances, or property data management systems.
